Some efficiency program operators have started to administer commercial retrofit programs designed to address whole building performance. In contrast to typical programs that set incentives for specific prescriptive measures, this approach maximizes energy savings by going beyond simple equipment upgrades to identify opportunities in system design, equipment design, and building operation and maintenance. This report reviews experience to date with comprehensive retrofit programs at the national, regional, and state level. An assessment of the impacts and challenges associated with existing comprehensive retrofit programs leads to recommendations to improve the use and effectiveness of commercial retrofits.
