The Energy Development Services (EDS) Division administers grant programs to tribes, businesses, households, nonprofits, and the public sector to help Oregonians implement conservation, energy efficiency, resilience, and renewable energy projects. Current programs include the Solar + Storage Rebate Program, the Community Renewable Energy Grant Program, the Energy Efficient Wildfire Rebuilding Program, two heat pump programs, and a new federally funded Grid Resilience program. This Division is also responsible for overseeing the close-out of legacy incentive programs and related projects, including the Small-Scale Energy Loan Program.

WHAT YOU WILL BE DOING

The purpose of the position is to plan, direct, and manage the incentives section within the Energy Development Services Division and provide leadership and supervision for staff in programs that include the Solar Rebate Program, the Wildfire Program, and the Community Renewable Investment Program, as well as other legacy incentive programs. Accomplishes department objectives by communicating job expectations; planning, monitoring, and appraising job results; coaching and developing employees; and managing employee performance. Provide leadership and guidance in the development and implementation of policy, strategic planning, long and short-range plans, goals, and objectives, and budget preparation, consistent with the agency’s mission and goals.

This position is eligible for a hybrid remote work schedule. For the first six (6) months, the incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon on Fridays. The incumbent will be expected to work at least eight (8) workdays at the central workplace, including attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis with advance notice, as needed.

This is a full-time limited-duration management service, supervisory position.

 

Limited-duration positions are benefit-eligible positions with a designated maximum length of service. This position is expected to end on or before June 30, 2025; but could end at any time or could be extended.

 

WHAT WE ARE LOOKING FOR 

  • Six years of supervision, management, or progressively related experience; 

-OR-

  • Three years of related experience and a bachelor’s degree in a related field.

The most successful candidate will also have the following skills, experience, and background:

  • Ability to think strategically, anticipating challenges and opportunities, to develop effective business processes and operational plans.
  • Strong analytical skills and experience assessing complex business operations, identifying efficiencies, and implementing effective processes. 
  • Ability to understand and apply government regulations and ability to navigate and interpret complex regulatory frameworks for effective program implementation and compliance.
  • Experience directly supervising others; including planning, organizing, directing, staffing, coordinating day-to-day activities, and guiding teams through change and ensuring operational efficiency and effectiveness. 
  • Experience setting clear performance metrics, tracking progress, and implementing strategies to ensure the agency achieves its goals. 
  • Excellent verbal and written communication skills, to convey directives, collaborate with diverse interested parties, and foster clear communication within the team.
