The fifth ACEEE International Energy Efficiency Scorecard evaluates the efficiency policies and performance of 25 of the most energy-consuming countries globally. We used 36 metrics to score each country’s efforts to save energy and reduce greenhouse gas emissions across four categories: buildings, industry, transportation, and overall national energy efficiency progress.
This year, France earns the top spot in our rankings for the first time with a score of 74.5 out of 100. France rose to the top due to policies such as the bonus-malus system, which incentivizes the adoption of electric vehicles, and by enacting policies aimed at reducing energy use in the buildings sector. Rounding out the top five were the United Kingdom, Germany, the Netherlands, and Italy. The average score this year was just 48.5 points, slightly less than half the 100 points available for best-in-class performance on all metrics. Our results show that while some countries are continuing to make progress, all countries featured in the Scorecard could improve by using energy efficiency as a tool to address climate change and work toward their climate goals.
